What is the name of this martial arts movie?

I don't know the actors, but it takes place in China during a war. The main character is monk dressed in white robes with a long ponytail. I think Jet Li is in it, but I know theres a girl named Mung Bean in the film. Mung and her mom scam people by pretending that Mung's mom is dead and begging people for money for her loss. Mung's mom dies from a poison dart while protecting her daughter and many children. That's all I remember. Thanks!
